Increasing action towards women in leadership in Uganda

Context

The Republic of Uganda has enacted several laws and policies to mitigate the relative low representation of women in leadership positions, and significant results have been achieved, particularly in the public sector. However, there is still insufficient female representation in the top management of private organisations. In response to this, the Female Future Program (FFP) was established in 2011 in collaboration with the Confederation of Norwegian Enterprises (NHO) and the Federation of Uganda Employers (FUE) to promote equal opportunities in the workplace.
 
As part of FUE’s advocacy objectives, FUE needed insights from the evaluation of the FFP to provide evidence to support policy and legislative action to implement interventions that would increase women’s participation in top positions in both public and private sectors.
 

Objectives

 The technical assistance was to use the FFP as a case study to identify business environment issues affecting women leadership in the Ugandan workforce and to use same as a criteria for developing the FUE Lobbying Agenda (2023-25) priorities for engaging the government and other policy gatekeepers.

Result

The intervention produced an evaluation report of the FFP and used evidence from the report to draft three position papers and lobby agenda paper on women leadership in Uganda for use by FUE for its advocacy activities. An accompanying action plan and training were also delivered to FUE, who confirmed their improved knowledge and capacity to advocate for better policies and approaches to increase and support women in leadership in Uganda.
