Developing a White Paper on the Investment climate of Comoros

Objective

The objective of this White Paper is for private and public sector stakeholders in Comoros to have a common advocacy tool to diagnose, design and implement business environment reforms and to conduct a constructive and inclusive dialogue. The National Investment Promotion Agency of Comoros (Agence Nationale pour la Promotion des Investissements or ANPI) will be able to use this document to feed into the structured Public-Private Dialogue (PPD) established in 2020.

 

This intervention is a follow-up on the training and coaching on PPD which was provided to members of the RIAFPI (International Network of Francophone Investment Promotion Agencies) in 2020 and 2021.

Description

The White Paper identifies the constraints and challenges facing the private sector in Comoros. This document is based on existing information (field visit reports, surveys and previous studies), which has been completed and updated. It identifies around twenty key recommendations on eight topics which can serve as a basis for dialogue on business environment reforms.

 

The ANPI was also provided with technical assistance to develop an Aftercare Guide. The Aftercare Guide will be co-developed with the ANPI team in order to reflect their work practices, and include references to best practices from other agencies. It will ensure that processes and methodologies are clearly mapped in order for all the staff to use the same tools, and to facilitate the on-boarding of new colleagues.

Result

A workshop presenting a first draft of the White Paper took place in February 2023 (find the LinkedIn post HERE). The White Paper was officially presented to the President of the Republic of Comoros during the Business Forum which took place in June 2023. The White Paper was then used as a support to prepare the firt session of the national PPD Platform which took place on the 18th and 19th of October 2023 in Moroni, and to identify priority business environment reforms to be discussed during the PPD process.
 
The Aftercare guide was finalised in July 2023 and is now the main reference tool for ANPI’s aftercare team. It enables ANPI to keep identifying BER topics on an on-going basis in their dialogue with the private sector.

This intervention took place under ICR Facility project, co-funded by the European Union (EU), the Organisation of African, Caribbean  and  Pacific  States  (OACPS)  under  the  11th  European  Development  Fund  (EDF),  together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. The ICR Facility was implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (German Development Cooperation, GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).
