Creating a regional regulatory framework to support decent work opportunities for women in the informal recycling sector

Context

The technical assistance requested aimed to contribute to women’s economic empowerment in the waste value chain in the Indian Ocean region. The aim will be to draw up non-binding documents so that the IOC is equipped to lobby its Member States, with a view to regulating the informal recycling sector and promoting decent jobs and working practices for informal workers, of whom women are a majority.

Objectives

This technical assistance included the development of : 

  1. A regional regulatory framework to structure the recycling sector and in particular social entrepreneurship in the context of each Member State,
  2. A regional charter dedicated to the promotion of decent jobs and safe working practices for women in the recycling sector;
  3. A train-the-trainer kit for organisations that support women in recycling operations, with a focus on health and safety.

Result

The Indian Ocean Commission is able to advocate to its member states for them to regulate social economy based on the regulatory framework and to adopt the charter to support better protection of informal workers in the recycling sector. Their focal points in the member states have been trained on national advocacy roadmap. The Training of Trainers kit can be shared widely to support organisations better integrate decent work practices in the informal recycling sector.

 

The ICR Facility supported the Indian ocean Commission to build a regional charter to promote decent work opportunities in the informal recycling sector. In December 2025, the International Labour Organisation and the Indian ocean Commission organised an inter-ministerial roundtable that led to the Port-Louis Declaration “Towards a future of work based on social justice, just transition and resilience in the Indian ocean” (in French). The charter which was developed thanks to the technical assistance of the ICR Facility is mentioned in this declaration, clearly stating the engagement of the member states towards its implementation.

This intervention took place under ICR Facility project, co-funded by the European Union (EU), the Organisation of African, Caribbean  and  Pacific  States  (OACPS)  under  the  11th  European  Development  Fund  (EDF),  together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. The ICR Facility was implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (German Development Cooperation, GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).
