The ICR Facility trained experts from the African, Caribbean and Pacific regions to deliver our trainings on Business Environment Reform for Women’s Economic Empowerment. The experts were selected through a very competitive process and certified trainers upon completion of our Masters training between 2020 and 2025.
All trained experts are very actively engaged in supporting WEE and are also applying the training’s knowledge in other work assignments, outside the ICR Facility.

Ada Chidi-Igbokwe
Ada Chidi-Igbokwe (Ph.D.) is a seasoned consultant with 20+ years’ experience in anti-corruption, governance, and business environment reforms. An Investment Climate Reforms (ICR) Facility certified BER4WEE facilitator; she specializes in women’s economic empowerment and institutional strengthening. Ada delivers global training in English and supports strategy development, MEL systems, BER and inclusive policy design. She resides in Nigeria with her family.
Candide Leguede
An expert in facilitating gender-sensitive business environment reforms, Ms Candide Bamezon-Leguede has over 30 years of experience in women's entrepreneurship, leadership and economic advocacy. An international consultant, certified trainer and renowned speaker, she works from Lomé, Togo, to promote the economic empowerment of women in Africa and around the world. She is bilingual in French and English.
Dinah Bennett
Through www.consult-ice.com based in the UK, I help support women’s economic empowerment worldwide, working alongside female entrepreneurs to open opportunities. I also focus on influencing business environments internationally working with policy makers, so more women can participate and thrive in a range of communities. Essia Enard
As a project manager based in Tunis, I work on issues related to digital transformation and employability in Libya for Expertise France. Specialising in female entrepreneurship, I have designed and implemented competitions, acceleration programmes and gender diagnostics, mentoring dozens of female founders. I am currently leading several components of several EU4SKILLS/E-NABLE projects and co-hosting the Libyan Digital Innovation Lab, which I helped to create. I am results-oriented and focused on sustainable partnerships. I recently obtained my ICF coaching certification. I am available to provide training in French and English.
Georgina Benson
Georgina Benson is a Papua New Guinean Coffee Entrepreneur, advocating for women’s inclusion in business, especially in the male-dominated coffee industry. She highlights barriers like policies and institutional issues that hinder women’s participation. As a BER Facilitator, she applies gender-sensitive approaches to empower women economically. As a Melanesian, she can deliver BER Training in the Melanesian Group countries, given that she understands cultures and the pidgin language. Training can also be delivered in English.
Isaac Yaw Obeng
Isaac Yaw Obeng is a trade and development expert based in Accra, Ghana, with over 10 years of experience in policy analysis, research, and business environment reforms. He specialises in women’s economic empowerment, trade facilitation, and public-private dialogue. He holds an MSc in Economics from Philipps University of Marburg and certifications in trade, gender, and investment climate reforms from WTO, UNCTAD, UNIDO, and the ICR Facility.
Joyce Kevin Abalo-Kimaro
Joyce Kevin Abalo-Kimaro is a Tanzanian-Arusha-based seasoned gender, non-state actors and trade policy advisor with 15+ years’ experience in regional economic integration, including women’s economic empowerment, gender mainstreaming, youth and inclusive regional policies in the EAC. A certified BER4WEE facilitator, she delivers training in English and Kiswahili, empowering women-led SMEs and influencing inter-governmental gender policies.
Lionel Kabeya
Advocacy specialist promoting the improvement of the business climate. I support public and private institutions in French-speaking Africa in integrating a gender perspective and facilitating public-private dialogue for women's economic empowerment. Based in Kinshasa (DRC), I can deliver training in French, English, Swahili and Lingala.
Marcia Brandon
Dr. Marcia Brandon is a Caribbean entrepreneurship ecosystem expert based in Barbados, with decades of experience supporting youth, women and community enterprise development. She delivers training in English, bringing deep regional insight, policy experience, and a passion for inclusive, sustainable livelihoods. Marcia is known for building models, programmes and partnerships that strengthen entrepreneurship across the Caribbean and the globe.
Nkiru Joy Okpala-Perkins
Nkiru is the International Coordinator of the Nigerian Network of Women Exporters of Services. A renowned Attorney and Business Enterprise Consultant, she has worked extensively on Business Environment Reform, majorly on Enterprise Development and Growth, and addressing inclusiveness, mainstreaming, and equal opportunities in business arena. Nkiru resides in Nigeria and the United States of America. She can deliver Courses in English and Igbo Languages.
Rochelle Whyte
Rochelle Whyte is an economist with over a decade of experience in economic policy, strategic planning, and international development. Her expertise includes socioeconomic analysis, international trade and development strategy. She has previously facilitated BER4WEE training through the ICR Facility. Based in Jamaica, she delivers training in English.
Samuel Mulu
Samuel Mutisya based in Nairobi, Kenya is a Private Sector Development Specialist, Policy Advisor, Delivery, Monitoring, Evaluation and Learning expert with over 10 years’ experience. He is able to offer the BER4WEE training across African, Caribbean and Pacific countries in English, Kiswahili, and in French with the support of a translator since he has a basic understanding.
Yolanda Gibb
Specialist in entrepreneurship, digitalisation, and internationalisation with 20+ years designing, delivering, and evaluating participative capacity building worldwide, including ACP countries. Experienced in working with policymakers, business organisations, and enterprise networks. Over 15 years advancing gender equity and women’s economic empowerment.
