The regulatory framework for Public Private Partnerships (PPP) in Djibouti was revised in 2017 and 2018. At that time, in addition to the legislative and regulatory framework, a number of template documents required for its implementation were drawn up.
Objective
The support requested from the ICR Facility aims to supplement these standard documents with new templates in order to finalise the operationalisation of PPPs in Djibouti. Support in using the documents was also provided.
Result
Fourteen templates were developed following a participatory approach. For each document, a template was prepared and shared with the PPP Direction. It was then discussed during a work session, amended to take into consideration the results of these discussions, and validated by the requester.
Twelve discussion sessions took place from April to July 2023, each session lasting between one and two hours.
This intervention enabled the PPP Department to operationalise its PPP framework in order to deal with the review and preparation of a social housing project financed by the World Bank.
