From Coordination to Collaboration: 5 years of the ICR Facility

The ICR Facility has organised a Final Event on 18 June 2025 at The Square (Brussels, Belgium).

 

After five years of impactful implementation, the ICR Facility – launched in 2019 to support inclusive business and investment climate reforms across African, Caribbean, and Pacific (ACP) countries – is concluding its current cycle. This event marks both a celebration and a transition, as we reflect on what has been achieved and share a preview of the upcoming ICR Global Gateway Facility.

About

The ICR Facility started in September 2019, as a multi-partner project to support the improvement of policies that drive conducive business and investment climate in Africa, Caribbean and Pacific (ACP) countries. After 5 years of successful implementation, the ICR Facility in its current shape will conclude in August 2025, before a follow-up project covering Global Gateway corridors and flagships kicks off by the end of 2025 for another 4 years.

 

Before ending this chapter, the ICR Facility team is inviting donors, partners and peers to join their closing event. It will be the occasion to reflect on successes and share the lessons learned from our one-team approach of co-implementation that has supported the advancement of gender-sensitive business environment reforms across Africa, the Caribbean and the Pacific.

 

How has the ICR Facility grown from a coordinated multi-partner project to a fully integrated team based on inter-agency collaboration ? How does that translate into day-to-day processes and activities ? And how can these good practices be replicated in the upcoming ICR Global Gateway Facility and other Team Europe Initiatives ?

 

During this event, you can expect:

  • Reflections and insights: Highlights from five years of implementation, including lessons learned from our “one-team” co-implementation approach.
  • Collaboration in practice: How we moved from coordination to full inter-agency collaboration – and what others can learn from it.
  • Looking ahead: An early look at the next phase under the Global Gateway initiative.
  • Interactive and engaging sessions: Panel discussions, interactive formats, and exchanges with donors, implementing agencies, technical assistance beneficiaries, and diplomatic representatives.
  • Networking opportunities: Connect with peers and partners during informal sessions and the closing cocktail.

Upcoming events

By supporting business climate and investment environment reforms, the ICR Facility aims to help generate more decent jobs and contribute to improving livelihoods in African, Caribbean and Pacific (ACP) countries.
