Context

The ICR Facility supported the Groupement des Entreprises de Madagascar (GEM) and the Economic Development Board of Madagascar (EDBM) to revise the 2013 Private Sector White Paper.

Objective

The GEM and the EDBM intend to update the 2013 Private Sector White Paper. The objective is to have the document presenting a shared vision for the future of the private sector approved during the upcoming Private Sector Forum (Assises du Secteur Privé) so that it can serve as a basis for discussions with the public authorities.

The document is based on four inputs:

  1. a benchmarking exercise with similar countries
  2. a survey of 200 companies to identify the challenges they are facing
  3. an analysis of the current economic situation in Madagascar
  4. the results of hematic focus groups

The white paper was finalised at the end of the first semester of 2021.

Result

The results of this intervention include:

  • 200 firms surveyed

  • 19 thematic focus groups
