Objective

The High Business Council, which represented the private sector at the regional level, aims to strengthen cohesion around the regional integration process through greater involvement of the private sector in the process for self-sustaining development in Central Africa. ECCAS has requested support from the ICR Facility to assist in the initial stages of identification, preparation and implementation of the HBC. 

Description

The 2021-2025 Strategic Plan of the ECCAS Commission includes the establishment of a High Business Council. It will aim to (i) improve the participation of the private sector in the regional integration process; (ii) establish a favourable framework for the harmonisation of private sector positions and the development of public-private partnerships for the sustainable financing of integration projects; (iii) and facilitate the emergence of a more dynamic regional private sector that is better prepared to drive self-sustaining development in all countries of the community. 

Results

The following results were achieved:

 - 10 country reports on the mapping of PSROs produced and validated out of the eleven planned

-Statutes finalized and adopted by the HBC General Assembly

-Rules of procedure of the HBC finalized and adopted by the General Assembly

-Three-year strategic plan adopted by the HBC General Assembly

-First meeting of the HBC General Assembly held in October 2022

-HBC Executive Board and Permanent Commissions established
