Supporting legal framework implementation for social enterprise sector in Jamaica

Context

Jamaica faces several social, environmental and cultural issues inimical to its development. Social enterprises are playing a crucial role in bringing attention to these issues and trying to solve them, through positive contribution to aggregate demand, social inclusion and economic gains. A proper legislative framework and formalisation would unleash several spin-off benefits for the sector, including a registrable legal status with attendant benefits and programmes designed specifically for the needs of the sector. 

Objective

The objective of the intervention is to support relevant institutions to undertake the needed administrative reform for the successful implementation of the Legal Status Act for Social Enterprise in Jamaica (previously developed with technical assistance from the ICR Facility), when it is passed in the coming months. And to strengthen the relevant intermediaries to bridge the gap between them and social enterprise investors as well as to prepare social enterprises in Jamaica to become investor-ready.

The technical assistance includes:

  • Improvement and development of templates for the implementation of the Legal Status Act for Social Enterprise. This also includes training
  • Update and training of officials of the relevant institutions on the importance and use of the Social Return on Investment (SROI) tool
  • Investment readiness market analysis, that explores and maps current CSR policies and potential investors with a keen interest in the social sector
  • Investment readiness training on topics such as social/impact investment, public and corporate procurement, gender inclusive approach to supporting social enterprises, social stock exchange etc.,  for relevant intermediaries

Result

The ICR Toolbox is written for policy-makers and the business membership organisations in African, Caribbean and Pacific (ACP) countries and beyond, and is designed to respond to common challenges faced by those working to develop a business environment for a thriving, inclusive, and sustainable private sector. It includes straightforward, practical tools that require limited resources and time to apply, with step-by-step guidance and lessons learned from applying

The ICR Facility led the implementation of the
