Context

Sexual harassment at the workplace is underreported in Zimbabwe because of fear and absence of gender equality frameworks that hold perpetrators accountable. It does not a criminal offence under the Labour Law, but rather only an “unfair practice”.

Objective

The objective of the intervention is to support the Employers’ Confederation of Zimbabwe in working with its members and policymakers to investigate and build conditions that minimise the prevalence of workplace gender-based violence (GBV).

The technical assistance being provided includes:

  1. A review of international and national policy (including legislation, regulation, enforcement) and programmes that relates to workplace GBV in Zimbabwe;
  2. A gender audit (using both primary and secondary research) to assess the prevalence and nature of workplace GBV in Zimbabwe; the existence and suitability of workplace measures to minimise and appropriately manage incidents of GBV; the degree to which existing legislation is properly enforced;
  3. A Public Private Dialogue (PPD) event to discuss findings and commit relevant stakeholders to action;
  4. Delivery of training and a manual or Code of Conduct, complementing that being developed by the ILO’s Spotlight Initiative, to equip EMCOZ with the knowledge and skills to: support its members in tackling workplace GBV and to work with tripartite committee on labour to design, implement and evaluate gender related policies.
